The budget was approved during a board meeting held in Mumbai, reflecting a strategic push toward urban expansion and economic growth. A significant portion of the allocation has been earmarked for critical sectors, including ₹2,786 crore for railways, new city developments and the Navi Mumbai Airport Influence Notified Area (NAINA). Housing projects will receive ₹2,237 crore, while ₹1,769 crore has been allocated for water supply and ₹265 crore for metro development.
CIDCO has projected a revenue of ₹16,250 crore against an expenditure of ₹16,150 crore, indicating a modest surplus of ₹100 crore. The budget also emphasises large-scale infrastructure projects, including the development of Metro Line 8, which will connect Chhatrapati Shivaji Maharaj International Airport with the upcoming Navi Mumbai International Airport. The 34.89-km corridor will feature 20 stations and is expected to handle nearly 9.8 lakh passengers daily by 2031.

Among other key developments, CIDCO is advancing plans for EduCity and MediCity, aimed at creating global-standard education and healthcare hubs. Additionally, a 270-hectare “ProCity” will be developed with commercial districts, hospitality infrastructure and mixed-use urban projects. The agency is also focusing on economic and cultural infrastructure, including an international corporate park in Kharghar, an integrated logistics park between Jawaharlal Nehru Port Authority and the Navi Mumbai airport, and a proposed Africa-India International Development Centre. With these initiatives, CIDCO aims to position Navi Mumbai as a leading investment and economic hub, supported by modern infrastructure and sustainable urban planning.
