Contractors in Maharashtra warn of halting government projects as unpaid dues exceed ₹1 lakh crore, pushing firms into debt amid delays in payments across key departments.

April 8, 2026 | Mumbai : A major financial strain is emerging in Maharashtra’s infrastructure sector as pending payments to contractors across multiple government departments have crossed ₹1 lakh crore, triggering concerns of a potential halt in public works. The Maharashtra State Contractors Association has warned that continued delays could force contractors to suspend ongoing projects. Despite projections of a stable fiscal position, contractors claim that delayed payments for over one-and-a-half to two years have pushed many firms toward severe financial distress. The backlog of unpaid bills had earlier reached ₹1.16 lakh crore, following which the Government of Maharashtra released around ₹20,000 crore after protests. However, with fresh bills accumulating, the outstanding dues have again surged past ₹1 lakh crore.
Department-wise estimates reveal substantial arrears. The Public Works Department alone accounts for ₹29,000 crore in pending payments, while schemes under Jal Jeevan Mission and the Maharashtra Jeevan Pradhikaran together account for ₹35,000 crore. Other departments, including district annual plans, rural development, water resources, urban development and tourism, also reflect significant unpaid liabilities. Contractors allege that several projects were approved and contracts awarded ahead of elections without adequate budgetary provisions. Departments such as urban development, social justice and water conservation reportedly sanctioned projects without ensuring fund availability, contributing to the current liquidity crunch.

The situation has led to mounting debt among contractors, many of whom have relied on loans to sustain operations. In some cases, payments have been minimal despite large pending bills. For instance, in the tribal development department, dues of over ₹12,500 crore remain, while only a fraction has been cleared. Expectations of significant payments before the end of the financial year on March 31 were largely unmet, adding to frustration within the sector. With limited relief and growing liabilities, contractor groups are now preparing for renewed agitation, raising the possibility of disruptions in ongoing and upcoming infrastructure projects across the state.
