Maharashtra Approves AI Policy, Targets 1.5 Lakh New Jobs and ₹10,000 Crore Investment

The Maharashtra cabinet has cleared a new Artificial Intelligence policy aiming to generate 1.5 lakh jobs and attract ₹10,000 crore investment, along with major incentives, AI training programmes, and support for startups.

April 30, 2026 | Mumbai: The Maharashtra government has approved a comprehensive Artificial Intelligence (AI) policy with a target of creating 1.5 lakh new jobs and attracting ₹10,000 crore in investment across the state. The decision was cleared during a cabinet meeting chaired by Chief Minister Devendra Fadnavis.
State IT Minister Ashish Shelar said the policy reflects Maharashtra’s timely and strategic response to rapid technological changes and will help position the state as a leader in the emerging AI-driven economy. A major component of the policy includes providing AI training to nearly 2 lakh youth, aimed at building a skilled workforce ready for industry demand.
To accelerate adoption of AI in industries, the government plans to develop 50 AI tools and use cases, encouraging wider integration of AI-based solutions in both manufacturing and service sectors. The policy also proposes the establishment of six AI Centres of Excellence across Maharashtra, along with an Applied AI Accelerator programme specifically designed for the manufacturing sector.
In a major boost for startups, the state has announced the creation of a ₹500 crore venture capital fund to support innovation, new enterprises, and the development of AI-based unicorns. AI-related industries will also receive subsidies for machinery purchases, along with benefits such as electricity tariff concessions, grants, and stamp duty rebates to promote investment.
The government also plans to introduce AI-based digital agents to improve communication between citizens and the administration, enhancing public service delivery through automation and smart governance.

To further boost investments, Maharashtra will explore setting up special investment regions, while funding will also be allocated for developing datasets in Marathi and other local languages to support inclusive AI development. Significantly, Maharashtra is set to become the first state in India to frame a separate policy on Ethical AI, ensuring responsible and transparent use of emerging technologies. The policy also includes financial support for indigenous AI research and plans to provide infrastructure support through the availability of 2,000 GPUs for implementation. Additionally, the state aims to provide financial assistance to 5,000 small and medium enterprises to enhance productivity and promote AI-driven industrial growth.
