While the reservoir currently maintains a total storage of 16 billion cubic feet, of which 11 TMC remains active live storage, the official water quota designated for western hydroelectric generation has been entirely exhausted. Consequently, the Sangli Irrigation Department’s persistent demands for downstream agricultural releases remain unfulfilled, crippling regional multi-stage farming and drinking water infrastructure.
Strict conservation limits imposed on eastern irrigation channels have prompted authorities to completely shut down the Koyna Dam foot powerhouse, effectively halting both emergency valve discharges and generation-linked water releases. This operational gridlock has escalated tensions among water management experts and local farmers. Regional specialists argue that the remaining 11 TMC of live storage is technically sufficient to sustain the population’s domestic and agricultural needs until the end of June, noting that the foot powerhouse requires roughly 5 TMC per month to operate both its generation units at full capacity.

However, state administrative bodies have defended the stringent curbs as a necessary preemptive strategy against the intensifying threat of an El Niño weather pattern and delayed monsoon forecasts. With today marking the commencement of the dam’s technical hydrological year, senior officials emphasize the critical need to preserve remaining reserves in case seasonal rainfall fails to materialize throughout June. This top-down enforcement of strict rationing protocols aims to prepare the district for prolonged dry spells, though it leaves immediate downstream channels empty.
The immediate fallout of the complete water shutdown has severely jeopardized local cooperative lift-irrigation systems and municipal drinking water projects. Facing an unprecedented summer squeeze, local community leaders and agrarian unions are urgently demanding the immediate intervention of a state-appointed technical task force. They urge the government to bypass bureaucratic gridlocks and authorize immediate emergency releases specifically to resolve the spiraling drinking water crisis before rural supply networks collapse entirely.
