PMC Decentralizes Construction Approvals to Streamline Urban Development

PMC Naval Kishore Ram has implemented a new decentralized policy for construction proposals, delegating approval authority based on project size to reduce delays and enhance transparency within the civic body

Pune | 08 May 2026: In a major administrative reform aimed at accelerating urban growth, Pune Municipal Commissioner Naval Kishore Ram has issued a fresh directive to decentralize the construction approval process within the Pune Municipal Corporation (PMC). The new policy is designed to eliminate bureaucratic bottlenecks, improve internal coordination, and foster a more transparent decision-making environment.

Under the revised guidelines, approval powers have been redistributed according to the scale of the proposed construction:
- Small-Scale Projects: Proposals for areas below 2,000 square meters will now be authorized by the Deputy Engineer.
- Mid-Scale Projects: Proposals ranging between 2,000 and 10,000 square meters fall under the authority of the Executive Engineer.
- Large-Scale Projects: Developments exceeding 10,000 square meters or those requiring specific environmental clearances must be approved by the Superintending Engineer.

To ensure accountability, the PMC has introduced a Joint Signature Rule for all mid and large-scale projects. Consent letters for these developments must now carry the dual signatures of both the Junior Engineer and the Deputy Engineer.
Civic sources indicate that this restructuring is also a strategic move to curb corruption and irregular practices in the permission process. Commissioner Naval Kishore Ram emphasized that these reforms will lead to faster processing times and significantly more streamlined internal functioning for the city’s development sector.
