Pune’s long-delayed Draft Development Plan for nine merged villages has been released, outlining civic infrastructure, land use, and zoning, giving long-awaited clarity to residents after years of administrative confusion.

Pune|October 18,2025:After seven years of uncertainty, the Draft Development Plan (DP) for Pune’s expanded municipal limits has finally been released, marking a major milestone for the city’s urban growth. The plan, published in the Maharashtra Government Gazette on October 16, 2025, provides long-awaited clarity for nine merged villages — Lohgaon (remaining part), Keshavnagar, Sadesatranali, Uttamnagar, Ambegaon Khurd, Ambegaon Budruk, Undri, Dhayari, and Shivne.

These areas were brought under the Pune Municipal Corporation (PMC) in 2017, but residents continued to face confusion over land use and civic amenities while paying PMC taxes. The new DP defines zones for residential, commercial, and public use, along with detailed plans for roads, drainage, and community infrastructure.

Interestingly, Fursungi and Uruli Devachi — earlier part of the PMC expansion — have been excluded from this plan and designated as a separate municipal council. Citizens have been given 60 days to review the plan and file objections or suggestions, either at the Town Planning Office near Vidhan Bhavan, Shivajinagar, or online at pmc.gov.in.

Urban planners say the new DP could transform Pune’s fringes, bringing uniformity to development and reducing haphazard construction. However, they caution that successful implementation will depend on transparency, coordination, and funding. For residents of these nine villages, the plan offers long-awaited hope of organized urban growth and reliable civic infrastructure.
