Bombay High Court Mandates MSEDCL to Auto-Approve Rooftop Solar Up to 10 kW

Pune, Maharashtra : March 20, 2026 In a landmark ruling, the Bombay High Court has ordered the Maharashtra State Electricity Distribution Company Limited (MSEDCL) to streamline approvals for rooftop solar installations up to 10 kW, eliminating bureaucratic delays and aligning with national renewable energy guidelines. The directive stems from a writ petition by the All India Renewable Energy Association and allied groups, who contested MSEDCL’s prior caps on solar capacity tied to historical consumption. Petitioners claimed these limits breached the Electricity (Rights of Consumers) Rules, which mandate deemed approvals for small-scale projects without feasibility checks.

A bench led by Justices BP Colabawalla and Firdosh Pooniwalla accepted MSEDCL’s firm commitment: complete applications with fees paid will receive instant nods. The utility pledged parallel processing for requests exceeding sanctioned loads, including load upgrades. Timelines are strict—three days in metros, seven in municipal areas, 15 in rural zones, and up to 90 days for grid upgrades. Reports from the Times of India highlight frustrations from solar vendors and consumers over earlier portal glitches and capacity curbs. With the assurance in place, petitioners withdrew major demands, prompting the court to close the matter while urging MSEDCL’s compliance.

Solar specialist Sudhir Budhay praised the move for boosting trust and uptake but warned of potential software hurdles resurfacing on MSEDCL’s platform. He urged vigilance from users, industry, and regulators to sustain momentum. This verdict promises to accelerate Maharashtra’s green energy shift, empowering households and firms to harness solar power seamlessly
