Closure of over 300 RMC plants across Pune has halted concrete supply, delaying metro and civic projects, while authorities and plant owners remain locked in a dispute over regulations

Pune | 04 May 2026: A prolonged dispute over Ready-Mix Concrete (RMC) plants has brought construction activity across Pune to a near standstill, affecting major infrastructure and private projects due to acute shortage of essential materials.

Temporary closure of more than 300 RMC units within the jurisdictions of the Pune Municipal Corporation, Pune Metropolitan Region Development Authority, and Pimpri Chinchwad Municipal Corporation has disrupted the supply of concrete, asphalt, and related construction inputs. As a result, ongoing projects including metro works, road repairs, and public infrastructure developments have been delayed.

Contractors have reported severe challenges in maintaining project timelines, with several works either slowed down significantly or halted altogether. In areas such as Model Colony, road repair works have been progressing at a sluggish pace, causing traffic congestion due to partially dug-up roads left unattended.

The situation has also impacted private construction projects, further amplifying concerns within the real estate and infrastructure sectors. Citizens, meanwhile, are expressing frustration over the delays and the worsening traffic conditions in key parts of the city. RMC plant operators have maintained that they are functioning within legal frameworks, having obtained necessary permits and complying with pollution control and regulatory norms. However, they allege that multiple overlapping rules and penalties imposed by civic authorities have forced them to suspend operations.

District Collector Jitendra Dudi is reportedly working to mediate the issue, with a meeting scheduled to bring together all stakeholders and find a workable solution. Plant owners have demanded relaxation of certain regulations and the formulation of a clear, consistent policy.

Officials indicated that a crucial meeting is expected soon, where a resolution may be reached. Until then, civic and infrastructure projects across Pune remain stalled, highlighting the urgent need for coordinated action to restore supply chains and resume development work.Pune RMC crisis, concrete shortage Pune, construction delay Pune, PMC PMRDA PCMC projects, RMC plant closure Maharashtra, metro work delay Pune, infrastructure crisis Pune, building material shortage India
