The Pune Municipal Corporation is moving to drastically increase official hoarding rates to ₹700-₹750 per square foot, aiming to rectify massive revenue losses and align with modern commercial valuations

Pune| May 13, 2026 : In a strategic move to bolster its treasury, the Pune Municipal Corporation (PMC) has initiated the process of redefining advertisement fee structures across the city. Municipal Commissioner Naval Kishore Ram confirmed that the administration is considering a substantial hike, potentially doubling current expectations to fix rates between ₹700 and ₹750 per square foot.

The decision stems from a growing disparity between the city’s soaring commercial importance and its stagnant advertising revenue. While various advertising stakeholders have lobbied for a capped rate of ₹350 per square foot, the administration maintains that such figures remain insufficient. Commissioner Ram highlighted the stark contrast with the Mumbai Municipal Corporation, noting that Mumbai’s daily hoarding revenue often rivals Pune’s entire annual collection.

This administrative push follows a significant legal victory for the PMC. Since 2013, when fees were set at ₹222 per square foot, the corporation has faced legal challenges from outdoor media agencies. However, following a Supreme Court refusal to stay fee hikes and a favorable High Court ruling which validated the 2013 base rate and its subsequent 10% annual increases the path for recovering massive arrears has finally been cleared.

“Increasing the corporation’s income is essential,” stated Commissioner Ram. “Our current fees are remarkably low compared to Mumbai, where revenue is tenfold. While some demand a ₹350 rate, our projections suggest ₹700 to ₹750 is necessary to reflect true market value.” The new policy aims not only for revenue generation but also for the disciplined management of digital and traditional billboards. The final proposal is expected to be presented before the General Body meeting shortly for definitive approval, marking a new era of high-revenue urban governance for Pune.
