In a major relief for farmers across Maharashtra, Chief Minister Devendra Fadnavis on Friday announced a comprehensive farm loan waiver of up to ₹2 lakh under the newly introduced Punyashlok Ahilyadevi Holkar Shetkari Karjmukti Yojana. The scheme significantly expands the scope of earlier loan waiver programmes by including farmers who had previously availed benefits under the Mahatma Jyotirao Phule Shetkari Karjmukti Yojana.

Speaking in the Maharashtra Legislative Assembly while replying to the Opposition’s final week motion, the Chief Minister said the state government has earmarked ₹36,000 crore for the scheme, which is expected to benefit nearly 76 lakh farmers. He described it as the largest farm loan waiver programme implemented by the state so far.

Fadnavis also announced the removal of the earlier condition requiring farmers to repay crop loans during the 2026–27 financial year to qualify for the incentive subsidy. The decision is expected to make the scheme more accessible and reduce financial pressure on cultivators.

The revised policy also addresses a key limitation of the previous loan waiver scheme, under which farmers whose outstanding loan exceeded ₹2 lakh even by a single rupee were excluded from receiving any benefit. Under the new framework, such farmers will now be eligible for a uniform loan waiver of up to ₹2 lakh, ensuring broader coverage.

The Chief Minister said the decision was taken after representations from legislators seeking greater relief for farmers who had benefited under earlier schemes but remained burdened by outstanding debt. The government reviewed the data and decided against excluding any eligible section of farmers from the new initiative.

The scheme will cover crop loans availed between April 1, 2019, and March 31, 2025. Loans that remained overdue as of September 30, 2025, and unpaid until March 31, 2026, will qualify for the waiver. Additionally, farmers who have regularly repaid crop loans in at least two of the previous three financial years will also be eligible for the incentive subsidy under the revised guidelines.
