PM Modi has revealed plans for a stricter anti-paper leak law with fast-track courts, as the Cabinet prepares to review the draft amid continuing opposition demands for the Education Minister’s resignation.

Prime Minister Narendra Modi announced that the central government will bring in a more stringent law to combat examination paper leaks, incorporating harsher penalties and dedicated fast-track courts for speedy trials. In a video message released just after midnight on Thursday, Modi said the Union Cabinet would take up the draft legislation on Friday, with the Bill likely to reach Parliament next week for swift passage.
Describing paper leaks as a matter causing deep distress to students and families, the Prime Minister noted that authorities had already acted over the past two and a half months, arresting those responsible and ensuring exams for 2.2 million candidates were conducted without delay, with results declared on July 19. He said fresh instructions had been given to set up fast-track courts, with the relevant departments submitting a draft containing tougher punishment provisions.
The announcement drew sharp criticism from Congress leader Rahul Gandhi, who called the midnight address unnecessary and reiterated demands for Education Minister Dharmendra Pradhan’s removal. The Cockroach Janata Party (CJP), which has spearheaded weeks of protests at Jantar Mantar, echoed the call, insisting the minister’s resignation remains the only acceptable step.
The Central Bureau of Investigation continues probing the alleged NEET-UG paper leak linked to the May 3 exam, with 13 arrests made across multiple states so far. Separately, the Delhi High Court has designated a special fast-track court at Rouse Avenue to exclusively handle cases under the Public Examinations Act, 2024, India’s existing anti-paper leak law that came into force in June 2024 and carries penalties of up to ten years’ imprisonment for organised exam fraud.
