6,500 Leave and Licence Agreements Pending in Pune, PCMC; Tenants Face Delays at Sub-Registrar Offices

Around 6,500 Leave and Licence agreements are reportedly pending at Sub-Registrar offices across Pune and Pimpri-Chinchwad, leaving tenants facing registration delays.

Pune, September 14, 2026: Tenants across Pune and Pimpri-Chinchwad are facing delays in getting their Leave and Licence agreements officially registered, with around 6,500 documents reportedly pending at various Sub-Registrar offices.

The issue has emerged despite the availability of an online system for executing Leave and Licence agreements, which was introduced to make the rental documentation process faster and more convenient for citizens.

According to the Association of Service Providers, the pending documents are spread across several registration offices in Pune and Pimpri-Chinchwad. The association has also raised allegations that some applicants have been asked to pay money to get their documents processed faster.

A registered Leave and Licence agreement is particularly important for Pune’s large tenant population, which includes students, IT professionals and competitive examination aspirants from different parts of the country.

For many residents, the document serves as an important proof of address. It can be required for several services and official processes, including RTE admissions, opening bank accounts, passport applications, vehicle-related transactions, marriage registration, gas connections and admission to housing societies. Rental documentation may also be required for GST registration and licences for commercial premises.

Police Verification Adds to the Pressure

The backlog has become a bigger concern after the Home Department directed police authorities to take action against landlords and tenants who have not completed the required police verification.

As more tenants move to formalise their rental arrangements, the pending registration workload at Sub-Registrar offices has created additional difficulties for citizens who are trying to complete the process.

Representatives of the Association of Service Providers recently raised the issue with Pune division Deputy Inspector General Abhay Singh Mohite.

Association president Sachin Shingvi said officials assured the delegation that steps would be taken to clear the pending applications within a week and that additional facilities would be considered to reduce inconvenience to citizens.

Several Offices Reportedly Facing Backlogs

The volume of online Leave and Licence registrations has increased considerably following the implementation of provisions under the rent control framework.

Applicants can complete various stages of the process online, including payment of stamp duty and registration fees. However, the subsequent registration process at Sub-Registrar offices has contributed to delays.

Leave and Licence documents are processed through Sub-Registrar Offices 1 to 27 covering Pune and Pimpri-Chinchwad, along with Haveli No. 28 at the new administrative building.

The association claimed that around 10 to 15 offices are currently dealing with substantial backlogs, with some offices reportedly having nearly 1,500 documents pending each.

Citizens and service providers are now seeking quicker processing and additional administrative support so that the accumulated backlog can be cleared and tenants are not left waiting for documents they require for essential residential and official purposes.
