Pune | October 30, 2025: Maharashtra Deputy Chief Minister Devendra Fadnavis has ordered a high-level inquiry and suspended a controversial ₹750 crore Transfer of Development Rights (TDR) proposal linked to land in Pune’s Janata Vasahat area. The decision came after serious allegations of irregularities in the proposal, which reportedly involved unauthorized development rights being issued to benefit a few builders and individuals.
Following Fadnavis’ directive, the Urban Development Department has launched a detailed investigation into the matter. Sources indicate that this case involves alleged manipulation of public land and misuse of TDR benefits, which could have caused massive financial losses to the state and the civic body.
As per initial reports, certain plots in the Janata Vasahat area have long been occupied by slum dwellers. However, a TDR proposal was allegedly prepared by some municipal officials to grant development rights on these lands without proper verification or authorization. Local representatives and social activists raised complaints with the state government, prompting Fadnavis to intervene and order an immediate suspension of the proposal.
Preliminary findings suggest that several municipal planning officials and developers may be directly involved in this alleged scam. The inquiry will focus on document verification, TDR transactions, and the role of officials who approved the proposal. Fadnavis has reportedly stated, “The government will not tolerate any misuse of public land. Strict action will be taken against all those responsible for this irregularity.”
The suspension of the ₹750 crore TDR proposal has sparked fresh debate over transparency and governance within Pune’s urban planning system. The issue has also reignited scrutiny over previous TDR allocations and Development Plan (DP) reservations handled by the Pune Municipal Corporation.
