Pune, April 24, 2026: In a major reform aimed at reshaping urban property ownership, the Maharashtra government is planning to introduce a new system called Vertical Property Cards (VPC), which will give flat owners official recognition of their share in the land beneath their building.
Currently, in cities like Pune, most flat buyers technically own only the apartment unit, while the land records are usually registered in the name of the builder or housing society. This gap has long created confusion in ownership rights, especially during resale, redevelopment, or legal disputes. The proposed Vertical Property Card aims to fix this structural issue.

What is a Vertical Property Card?
A Vertical Property Card is a government-issued legal document that will assign every flat a unique identity in official land records. It will clearly mention the flat owner’s name, apartment details, carpet area, and most importantly, their exact share in the land on which the building stands.
In simple terms, this reform changes ownership from just “owning a flat” to “owning a flat plus a defined share of land.”
Why This Change Matters
For decades, India’s property system has been largely “horizontal,” focusing on land parcels rather than individual units in high-rise buildings. But with rapid urbanisation and vertical growth, especially in cities like Pune and Mumbai, this model has become outdated.
The new system will bring several key benefits:
