Supreme Court Raises Concerns Over CBSE’s Digital Evaluation System, Seeks Centre’s Response

The Supreme Court has expressed serious concern over alleged flaws in CBSE’s digital evaluation system, directing the Centre to submit a factual report while reviewing students’ grievances and systemic issues in on-screen marking.

The Supreme Court on Wednesday voiced strong concern over the impact of the Central Board of Secondary Education’s (CBSE) digital evaluation system on students, observing that the reported distress among candidates warranted immediate attention. Hearing a public interest litigation (PIL), the apex court directed the Central Government to submit a factual report on the concerns surrounding the board’s on-screen marking (OSM) mechanism.

A bench comprising Chief Justice Surya Kant, Justice Joymalya Bagchi, and Justice V. Mohan heard the matter and noted that the digital assessment process appeared to have certain systematic shortcomings that required careful examination. The court clarified that its observations were not adversarial but intended to ensure that students receive a fair and transparent evaluation process.

The PIL, filed by petitioner Rakesh Bijola through advocate Laxmikant Shukla, sought the formulation of comprehensive regulations governing CBSE’s on-screen marking system. It also requested the establishment of a high-level committee to monitor reforms and improve transparency in the evaluation process.

Additionally, the petition urged the court to grant relaxation to students who had already secured provisional admissions or cleared entrance examinations by exempting them from the mandatory 75% Class 12 marks or similar minimum eligibility requirements until the issues are resolved.

Representing the Centre, Solicitor General Tushar Mehta informed the court that discrepancies highlighted in the individual mark sheets cited by the petitioner had already been addressed. However, he acknowledged that the government was treating the broader concerns related to the digital evaluation framework with utmost seriousness.

Mehta further informed the bench that the government has constituted a single-member high-level committee headed by S. Radha Chauhan to examine the functioning of the digital assessment system, recommend necessary reforms, and address students’ grievances. The Supreme Court has directed the Centre to place the committee’s findings and a comprehensive status report before the court during the next hearing scheduled for next week.
