Maharashtra starts strict action against vehicles without High Security Registration Plates (HSRP) as enforcement begins and fines come into effect for non-compliance.

Pune | 05 February, 2026 – The Maharashtra government has begun strict enforcement against vehicles operating without High Security Registration Plates (HSRP), making it clear that there will be no further extensions or leniency for non-compliant vehicle owners. With the mandatory deadline now over, transport authorities and traffic police across the state have started imposing fines during routine road checks, marking a significant push to improve vehicle security and law enforcement efficiency.

The HSRP mandate applies to all vehicles registered before April 1, 2019, including two-wheelers, four-wheelers, and commercial vehicles. Despite multiple deadline extensions in the past, a large number of vehicle owners failed to install the tamper-proof plates. Officials have now confirmed that enforcement has officially commenced and will be intensified in urban areas, highways, and major traffic corridors.

Under the enforcement drive, vehicles found without HSRP plates are liable to face a fine of ₹1,000, with the possibility of stricter action for repeat violations. Traffic police and Regional Transport Office (RTO) teams are conducting joint inspections, checking not only number plates but also registration certificates, insurance validity, and pollution certificates. Authorities have emphasized that ignorance or delay will no longer be accepted as an excuse.

HSRP plates are designed with advanced security features, including laser-etched identification numbers, chromium-based holograms, and tamper-proof locks. These features help prevent vehicle theft, cloning of number plates, and misuse of stolen vehicles. Law enforcement agencies rely heavily on HSRPs for faster vehicle identification through CCTV surveillance and automated traffic monitoring systems.

Officials have expressed concern over the low compliance rate, especially in cities like Pune, Mumbai, and Nagpur, where lakhs of older vehicles are still running without the mandated plates. Authorities say repeated awareness campaigns were conducted, but many vehicle owners delayed installation until the last moment or ignored the requirement altogether.

Vehicle owners who have not yet installed HSRP plates can still do so by booking appointments at authorised fitment centres or through approved online portals. While installation remains open, authorities warn that penalties will continue until compliance is completed. Officials have also indicated that lack of HSRP may impact future RTO-related services such as ownership transfer, address change, or vehicle verification.

Transport officials have urged motorists to act immediately to avoid fines and legal complications. They have also appealed to vehicle owners to view HSRP not merely as a regulatory formality but as an essential road-safety and security measure that benefits both citizens and law enforcement agencies.
