Pune | April 25, 2026: The Maharashtra state government has ordered an inquiry into the ambitious riverfront development project along the Mula-Mutha rivers in Pune, following serious allegations of environmental violations and potential flood risks. The move has intensified scrutiny over one of the city’s largest urban infrastructure projects.
According to official communication, the state environment department has directed multiple agencies-including the Pune Municipal Corporation (PMC), the Water Resources Department, and the Maharashtra Pollution Control Board (MPCB)-to conduct a joint site inspection and submit a detailed report.
The directive, issued earlier this month, comes in response to a formal complaint by environmentalist Sarang Yadwadkar, who has raised concerns about alleged violations of environmental clearance conditions granted to the project in November 2024.
At the core of the controversy are claims that the riverfront development works may have altered the natural structure of the river. As per the complaint, the project is accused of narrowing certain sections of the riverbed, potentially reducing its water-carrying capacity and increasing flood risks during heavy rainfall.

The complaint further alleges that the project’s design may be based on underestimated flood-level data, rather than scientifically established figures from the Maharashtra Engineering Research Institute (MERI). Experts warn that such discrepancies could lead to serious long-term consequences, especially in a flood-prone city like Pune.
Importantly, the state government has instructed that the complainant be included in the inspection process and related discussions, ensuring transparency in the investigation. Authorities have asked all concerned departments to coordinate and submit a factual report without delay.
The Pune Riverfront Development (RFD) project, spanning approximately 44 kilometers, is one of the city’s most ambitious initiatives aimed at flood control, river beautification, and public space creation. However, it has faced sustained opposition from environmental groups who argue that the focus has been more on aesthetic development than ecological restoration.
Critics have long maintained that large-scale construction along riverbanks could damage fragile ecosystems, disrupt natural water flow, and increase the risk of urban flooding. Several protests and campaigns have been held in recent years, urging authorities to prioritize river cleaning and conservation over infrastructure-heavy development.
In response to the latest development, PMC officials have stated that they will comply with the state’s directions and participate in the joint inspection process. The outcome of the inquiry is expected to play a crucial role in determining the future course of the project.
Urban planning experts believe that the probe could lead to stricter environmental oversight not just for this project, but for similar large-scale developments across Maharashtra. It also highlights the growing importance of balancing urban development with ecological sustainability.
