Pune | April 25, 2026: In yet another tragic incident highlighting safety concerns at construction sites, a 19-year-old labourer lost his life after falling from the 19th floor of an under-construction building in Baner. The incidence has sparked serious questions about worker safety standards, with police booking the builder, site supervisor, and labour contractor for alleged negligence.
The deceased, identified as Raqib Ehsan, was working at a construction project located on Pancard Club Road when the incident occurred around 9:30 am on April 23. According to preliminary findings, he was engaged in installing an external iron framework when he reportedly lost balance and fell from a significant height, leading to his death on the spot.

Police investigations have revealed glaring lapses in safety measures at the site. While the worker was reportedly provided with a helmet, critical protective equipment such as a safety harness and adequate safety netting were either missing or insufficient. These shortcomings are now central to the case registered by Baner police.
Following a complaint filed by the victim’s brother, authorities have registered an FIR under provisions of the Bharatiya Nyaya Sanhita (BNS), citing “causing death by negligence” and shared responsibility among those managing the site. Officials confirmed that the probe is ongoing to determine the exact chain of accountability and whether mandatory safety norms were violated.
This incident is part of a troubling pattern in Pune, where construction-related accidents have repeatedly exposed gaps in safety compliance. In a similar case reported recently, another worker died after falling from a high-rise structure, with allegations pointing to the absence of basic protective systems like safety nets.
Experts in urban development and labour safety stress that high-rise construction work involves significant risks and requires strict adherence to safety protocols, including harnesses, guardrails, and regular inspection of protective equipment. Failure to implement these measures not only violates legal standards but also puts workers’ lives in immediate danger.
Labour rights activists have also raised concerns about the working conditions of migrant labourers, who often take up hazardous jobs with minimal protection due to economic pressures. They argue that enforcement of safety regulations remains inconsistent, despite clear guidelines under labour and construction laws.
Authorities have reiterated that strict action will be taken against those found guilty. The case is expected to bring renewed focus on construction safety norms in Pune, especially as the city continues to witness rapid urban growth and high-rise development.
