The Government of Maharashtra has established a high-powered monitoring committee to enforce strict construction and demolition waste management rules amid rapid urbanization.

May 18, 2026 | Mumbai: In a significant administrative move to combat rising environmental pollution, the Government of Maharashtra has officially constituted a high-level monitoring committee tasked with regulating the state’s surging construction and demolition (C&D) waste. The State Environment and Climate Change Department issued a formal Government Resolution (GR) to ensure the rigorous implementation of national waste management standards. This decision follows a mandate by the Union Ministry of Environment, Forest, and Climate Change, which enforced these strict guidelines across the country on April 1, 2026.

The newly formed apex committee will be spearheaded by the top leadership of the Environment and Climate Change Department, with either the Secretary, Principal Secretary, or Additional Chief Secretary serving as the Chairperson. The panel comprises senior administrative officials from critical state sectors, including Urban Development, Rural Development, Water Supply and Sanitation, Public Works (Roads), Home (Transport), and the Revenue Department. To ensure robust grassroots execution, the Municipal Commissioners of Mumbai (MCGM), Navi Mumbai (NMMC), and Thane (TMC) have also been inducted as core members.

The policy framework shifts the accountability of debris management onto urban local bodies and development planning authorities, pushing for eco-friendly development and sustainable urban governance. The committee is empowered to oversee the setting up of processing facilities, monitor illegal dumping along state highways, and streamline the recycling of debris into reusable aggregate. Environmentalists have welcomed the decision, stating that systematic management of construction debris will drastically reduce particulate matter emission, bringing much-needed relief to the deteriorating air quality index of metropolitan corridors across Maharashtra.
