April 16, 2026 | Pune: Amid rising temperatures and increasing heatwave risks across the state, the Maharashtra government has issued a comprehensive set of Standard Operating Procedures (SOPs) to protect citizens, particularly vulnerable groups and outdoor workers. The move comes as several regions in the state are already witnessing temperatures crossing 40°C, with forecasts indicating further intensification in the coming days.
The newly introduced SOPs are designed to reduce heat-related illnesses and fatalities, especially among those exposed to extreme conditions such as construction workers, street vendors, traffic police, sanitation staff, and delivery personnel. The guidelines are aligned with the State Heat Action Plan and the alert system issued by the India Meteorological Department (IMD), ensuring a coordinated response across districts.
One of the most significant measures under the SOPs is the rescheduling of outdoor work hours. Authorities have directed that work should be carried out during cooler periods, typically between early morning and evening hours. Additionally, a mandatory break from 12 noon to 4 pm has been enforced during severe heat alerts to prevent heatstroke and dehydration among workers.
The government has also mandated the installation of water booths and distribution of Oral Rehydration Solution (ORS) at key public and work locations such as markets, construction sites, and traffic junctions. These steps aim to ensure continuous hydration and reduce the risk of heat exhaustion. Local bodies have been instructed to create shaded rest areas and, if required, convert public buildings into temporary cooling shelters for people affected by extreme heat.
In addition to worker safety, the SOPs also focus on public health preparedness. Hospitals and primary health centres have been directed to stock essential medicines, IV fluids, and heatstroke treatment kits. Awareness campaigns will be conducted to educate citizens about symptoms of heat-related illnesses and preventive measures.
Special attention has been given to high-risk districts across Vidarbha, Marathwada, and Khandesh, where heatwave conditions are more severe. These areas have been identified based on past temperature trends and vulnerability assessments, and local administrations have been instructed to strictly implement the guidelines.

The SOPs also include long-term measures such as promoting heat-resilient infrastructure. Suggestions include reflective roofing, improved ventilation in buildings, increased green cover, and climate-sensitive urban planning to reduce the overall heat impact in cities and rural areas alike.
Citizens have been advised to avoid stepping out during peak afternoon hours, stay hydrated, wear light clothing, and take extra precautions for children, elderly individuals, and those with health conditions. Authorities have also warned against leaving children or animals inside parked vehicles, as temperatures inside can rise rapidly and become life-threatening.
