April 18, 2026 | Pune: In a major move to safeguard metro infrastructure, Maha Metro has made it mandatory to obtain prior permission before carrying out any construction within 20 metres of metro lines in Pune. The directive applies to both underground tunnels and elevated metro corridors.

The rule clearly states that no construction, excavation, drilling, demolition, or even utility-related work can be undertaken within this 20-metre zone without a No Objection Certificate (NOC) from Maha Metro. This applies to builders, property owners, housing societies, as well as government agencies.
Officials have reiterated a strict “No NOC, No Work” policy, warning that any violation will invite legal action and financial penalties. The move comes after recent incidents where unauthorized activities near metro structures caused damage and raised serious safety concerns.
The 20-metre safety buffer is crucial because construction activities close to metro structures can weaken foundations, disturb soil stability, and pose risks to both commuters and nearby residents. Authorities say even small activities like borewell drilling or pipeline work can have a significant impact on underground tunnels if not properly monitored.
The rule is backed by provisions under the Metro Railways (Construction of Works) Act and the Unified Development Control and Promotion Regulations (UDCPR), which give metro authorities the power to regulate construction around metro corridors.

To ensure compliance, applicants seeking building permissions from civic bodies like PMC or PCMC will now be required to obtain clearance from Maha Metro as part of the approval process. The metro authority will assess factors such as structural safety, foundation design, and proximity to metro infrastructure before granting permission.
Urban planners have welcomed the move, stating that as Pune’s metro network expands, such regulations are essential to prevent structural damage and ensure long-term safety. With both elevated and underground metro lines operational and more corridors under construction, protecting these assets has become a priority.
At present, Pune Metro operates on key routes across the city and is undergoing rapid expansion, making coordination between developers and metro authorities increasingly important.
The 20-metre construction restriction marks a critical step in protecting Pune’s metro infrastructure. While it may add an extra layer of approval for developers, the rule is aimed at ensuring safety, preventing costly damage, and maintaining the integrity of the city’s growing public transport system.
